INTRODUCTION Temperature plays an important role in maintaining the quality of stored food products. Lowering the temperature retards the rates of reactions that cause quality deterioration. It is generally agreed that the reaction rate is reduced by half by lowering the temperature by 10°C. The preservation of food by freezing has become a major industry in the United States as well as in other parts of the world. For example, from 1970 to 2005, the annual per capita consumption of frozen vegetables in the United States increased from 20 to 34 kg. Preservation of a food by freezing occurs by several mechanisms. At temperatures below 0°C there is a significant reduction in growth rates for microorganisms and in the corresponding deterioration of the product due to microbial activity. The same temperature influence applies to most other reactions that might normally occur in the product, such as enzymatic and oxidative reactions. In addition, the formation of ice crystals within the product changes the availability of water to participate in reactions. As the temperature is reduced and more water is converted to a solid state, less water is available to deteriorative reactions. Although freezing as a preservation process generally results in a high-quality product for consumption, the quality is influenced by the freezing process and frozen-storage conditions. The freezing rate or time allowed for the product temperature to be reduced from above to below the initial freezing temperature will influence product quality, but in a variable manner depending on the food commodity. For some products, rapid freezing (short freezing time) is required to ensure formation of small ice crystals within the product structure and minimal damage to the product texture. Other products are not influenced by structural changes and do not justify the added costs associated with rapid freezing. Still other products have geometric configurations and sizes that do not allow rapid freezing. The storage temperature conditions influence frozen food quality in a significant manner. Any elevation in storage temperature tends to reduce the preservation quality of the process, and fluctuations in storage temperature tend to be even more detrimental to product quality (Singh and Heldman, 2009). Cold storage is distinguished from ambient storage by the presence of two features: thermal insulation and a source of cold. In a cold room of moderate size operating at 4°C, these two features may represent two thirds of the erection cost. Thermal insulation is provided by an appropriate thickness of porous material with a cellular (polymer foam) or fibrous (mineral wool) structure. Moisture reduces drastically the efficiency of thermal insulation. The adequate thickness of the thermal insulation is calculated according to the design temperature of the cold room, the room geometry, the thermal conductivity of the insulation material and the environmental conditions (temperature, winds, exposure to sun etc.). Calculation of the economically optimal thickness weighs the cost of insulation against the cost of refrigeration. These factors vary with time and location (Berk, 2009).

PHILIPPINES COLD STORAGE STATISTICS Philippines has been blessed with abundance of different varieties of fruits and vegetables, and many livestock industry of fresh meat, poultry and fish. The challenge is maintain or preserve their superior quality, freshness and of course the safety of the produce. This is by far the problem among farmer and traders, the transport and storage of their products. The current situation has prompted the Department of Agriculture (DA), through the Bureau of Postharvest Research and Extension (BPRE) to implement “The Philippine National Cold Chain Program”. This is in line with the modernization of agriculture as the national thrust of government under the Agriculture and Fisheries Modernization Act (AFMA) of 1997. The program is seen as one possible solution to address the major concerns of the agri-fishery products with perishable nature. BPRE aims to share this technological breakthrough to many s including small farmers. The program took off in the province of Benguet in 2004. With the evident benefits derived by farmer-s, this has been made as one of the priority programs of the DA. The cold chain system refers to the uninterrupted refrigerated handling operation of high-value crops from the farm to the market. With the system, the required temperature level is attained and therefore keeping the quality of perishable crops and meat products at every chain.

The Philippine Cold Chain Program seeks to address the need to promote and showcase the technology. It aims to establish pilot cold chain and integrate it in the marketing operations of the small vegetable farmers for a better competitive-market advantage. It is expected that through this technology, postharvest losses are minimized and profitability of farmers is increased.
As of August 1 2014, accredited cold storages in the Philippines reached to 188 in number which is enumerated in Table 1. The facilities compose of pre-coolers to remove the field heat of products, storage rooms and blast freezers. Figure 2 summarizes the cold storage facilities in the Philippines per region while Table 3 summarizes the segmentation in the Luzon, Visayas and Mindanao. Table 2. NCR also has the most number of manufacturing companies with diverse industry like biscuit, chocolate, ice cream, meat products and many more. CALABARZON comes in second to NCR which is composed of Quezon, Cavite, Laguna, Batangas and Rizal City that are big municipalities with also many multinational companies. Cordillera istrative Region has no cold storage facilities listed, this is understood since provinces here are very cold like Baquio, Abra, Benguet, Ifugao, Kalinga, their fruits and vegetable produce are perfectly fresh and most people here are not fan of consuming meat products. Eastern Visayas has only 1 accredited cold storage listed which can be found in Eastern Samar. This raised several questions since Leyte has several poultry dressing plants which require cold temperatures to maintain the cold chain. Also, Janile’s, which is a sole distributor of dressed chicken of Bounty Agro-Ventures can’t be found in the list. Although they have several refrigerated vans, still they are not accredited; this is mainly due to the lack of definite standards laid by the Department of Agriculture. The
vans are not ed, just the company. This is favourable to the business firm because cold storage is expensive to maintain unlike refer van. National Meat Inspection Services may inspect refer vans but they can’t inspect them while travelling to their routes of business. The fluctuation of temperatures, the sanitation, and stacking of products are points to consider which can’t be controlled by the NMIS.

Mindanao has more cold storage facilities, 15% than VIsayas, 13%. This is primarily due to the Tuna businesses and other fish related products in General Santos City. While most of the percentage in the Visayas are mainly centered in Cebu City which is the Metro Manila in the Visayas. Several manufacturing companies can also be found here and it is also the main trading port for local and international businesses. Table 3. products and charge companies base on the number of pallet positions rendered. Sole types of industries are from businesses who needs cold temperature to maintain the freshness of their products like fast-food chains such as Jollibee, Chowking, Red Ribbon; single type of businesses like DOLE which is a fruit and vegetable company, HJR International which is a fish and fish products company.
APPLICATION FOR COLD STORAGE WAREHOUSE Department of Agriculture has guidelines on how to construct and maintain the sanitation of the facility. They have also criteria to what type of products can be stored in a cold storage, if pre-chillers should also be put up or blast freezers. Accreditation of cold storage warehouse takes time which requires a floor plan/lay-out showing all storage rooms and other facilities for specific products, photographs, documents such as Business Permit, Environment Compliance Certificate issued by the Department of Environment and Natural Resources (DENR), Permit to Operate, Sanitary Permit and Letter of Approval of Water Source and Potability issued by the Department of Health (DOH) and Local Government Unit (LGU) Health Office. Different guidelines and requirements are also established for the renewal of storages. The form of the application of cold storage warehouse is shown in Appendix A.

NEW COLD STORAGE FACILITY IGLOO SUPPLY CHAIN PHILS., INC. – DAVAO opened its doors for occupancy last February 2012. Located atop the rolling hills of Toril, amidst the lush greenery of Bgy. Lubugan and overlooking the Davao Gulf, the facility’s Six (6) Two-stage Semi Hermetic Recipro Compound Compressors were switched on and silently came to life to provide the facility’s cold rooms with a steady stream of sub-zero air. The facility is an NMIS “AA” certified meat establishment. Constructed on a 5,000 square meter lot, the 1,500 pallet space facility has: 1. Strategically located in the industrial area of Navotas, Vifel Ice Plant & Cold Storage Inc. is indeed at the peak of its responsive and efficient services with its two cold store facilities – Vifel I and Vifel II. Vifel I started its operations in cold storage in the early 80’s. However, in late 1996, Vifel I underwent major changes which include the acquisition of the most advanced refrigeration system, upgrade of its equipments and renovation of its building. Polar Bear was incorporated with the Securities and Exchange Commission on November 17, 1993 with its’ pioneer branch located at #48 A. Its main function is to protect public health and ensures the safety, purity and quality of all the products it regulates through effective and efficient implementation of national policies consistent with international best practices. Bureau of Fisheries and Aquatic Resources Accredited The Bureau of Fisheries and Aquatic Resources (BFAR) is the government agency responsible for the development, improvement, management and conservation of the country's fisheries and aquatic resources. It was reconstituted as a line bureau by virtue of Republic Act No. 8550 (Philippine Fisheries Code of 1998). GMP Certified GMP refers to the Good Manufacturing Practice Regulations promulgated by the Bureau of Food and Drugs under the authority of the Philippine Department of Health istrative Order 153 S. 2004. These guidelines and regulations, which have been enforced into law, require that manufacturers, processors, and packagers of food products, take proactive steps to ensure that their products are safe, pure, and effective. GMP regulations require a quality approach to manufacturing, enabling companies to minimize or eliminate instances of contamination, mixups, and errors. This in turn, protects the consumer from purchasing a product which is not effective or even dangerous. Hazard Analysis Critical Control Point Certified Hazard Analysis and Critical Control Point (HAC) is a systematic proactive approach to food safety that addresses physical, chemical, and biological hazards as a means of prevention rather than finished product inspection. In the Philippines, HAC Certification is being undertaken by the Bureau of Fisheries and Aquatic Resources. RECENT DEVELOPMENTS
MANILA, Philippines - Cold storage facilities operator Royale Cold Storage North, Inc. has bagged tax perks for a proposed plant in Bulacan. “The Board of Investments (BOI) approved the P476.5 million project of Royale Cold Storage North, Inc., as a new operator of cold storage and blast freezing facilities,” the agency said in a statement yesterday. The proposed cold storage plant to be constructed in Marilao in Bulacan, will have a maximum capacity of 3.410 million pallets per year for cold storage and 9.720 million kilograms per year for blast freezing. The plant will serve agriculture, marine, and processed food companies based in Bulacan and other Northern Luzon provinces. The facility is designed to handle various unprocessed, semi-processed raw materials, finished products, perishable commodities such as fruits, vegetables, livestock and poultry products, as well as processed marine products. It is expected to start commercial operations in June 2014. The plant is likewise seen to create 80 jobs. With the registration of the project approved by the BOI, Royale Cold Storage North can enjoy incentives such as income tax holidays as well as duty-free importation of equipment and other non-fiscal perks. The government provides incentives to firms that invest in preferred activities identified in the 2012 Investment Priorities Plan (IPP). The 2012 IPP which serves as the country’s investment promotions blueprint, has listed agriculture or agribusiness as a preferred activity. Agriculture activities cover commercial production and processing of agricultural and fishery products as well as related activities like irrigation, post-harvest, cold storage, blast freezing, and fertilizer production. Given the consumption-driven economy and rising population, the Cold Chain Association of the Philippines, Inc. said the country needs additional cold storage facilities to meet growing demand and maintain the safety and quality of food produced here. New cold storage facilities are being planned by the group in different parts of the country in the next few years (Desiderio, 2013). .
