What is HAZMAT? In general, a hazardous material is defined as any substance or material that is deemed capable of posing an unreasonable risk to health, safety or property while in transport. Title 49 Code of Federal Regulations (49 CFR) Title 49 Code of Federal Regulations, known as 49 CFR, is the federal law governing transportation and applies to all modes. This regulation contains information concerning the training of employees and proper shipping procedures for hazardous materials. In this publication you will find the regulations governing markings and labels used on packages, placards used on transport vehicles and information required on shipping papers. DOD 4500.9-R This publication mandates that DOD personnel and DOD contractor personnel comply with all local, state and federal laws in addition to international laws, treaties and conventions regarding the identification and transportation of hazardous materials. It also includes training requirements for DOD personnel. International Maritime Dangerous Goods Code (IMDG) The International Maritime Dangerous Goods Code (IMDG), produced by the International Maritime Organization, regulates the transportation and identification of hazardous materials by vessel in international waters.

International Air Transport Association Dangerous Goods Regulations (IATA) The International Air Transport Association Dangerous Goods Regulations (IATA) is used for commercial aircraft transporting hazardous materials. The IATA is an industry standard utilized by all shippers of hazardous materials via commercial air. It incorporates all the requirements of the International Civil Aviation Organization (ICAO) which regulates the transportation and identification of hazardous materials for transportation by civil aviation. It also includes the minimum training requirements for the personnel involved in the transportation of hazardous material by commercial air. Air Force Manual 24-204(I) Air Force Manual (AFMAN) 24-204(I) is an interservice publication used for military aircraft transporting hazardous materials. It contains the training requirements for DOD personnel involved in the movement of hazardous materials by military aircraft. Definitions 49 CFR §171.8 contains definitions for many associated with transporting hazardous materials. These include the definitions for the following types of hazardous materials. When an accidental release of this material occurs, notification of the Environmental Protection Agency (EPA) is required. This material is identified by the marking “RQ” in conjunction with the proper shipping name on the package and the shipping paper. 49 CFR §171.8:

Hazardous Substance is a material, including its mixtures and solutions, that is listed in Appendix A to §172.101, and that is in a quantity, in one package, which equals or exceeds the reportable quantity (RQ) listed in Appendix A to §172.101. Hazardous Waste A hazardous waste is a hazardous material destined for disposal that is also an environmental risk. This material is identified with the word “Waste” on both the package and the shipping papers. A hazardous waste also requires the use of an EPA Hazardous Waste Manifest for shipment. 49 CFR §171.8: Hazardous Waste is any material that is subject to the Hazardous Waste Manifest Requirements of the U.S. Environmental Protection Agency specified in 40 CFR Part 262. Marine Pollutant A marine pollutant is a material determined to be harmful to waterways if released. It is identified by a “Marine Pollutant Mark” on bulk and non-bulk packages and as a “Marine Pollutant” on shipping papers. 49 CFR §171.8: A marine pollutant is a material which is listed in 40 CFR Part 262, and when in a solution or mixture of one or more marine pollutants, is packaged in a concentration which equals or exceeds: 1. Ten percent by weight of the solution or mixture for materials listed in the appendix. 2. One percent by weight of the solution or mixture for materials that are identified as severe marine pollutants in the appendix. Elevated Temperature Material Elevated temperature material is also a hazardous material. It’s a material which is transported in a bulk packaging, at a high temperature, in either liquid or a solid state. 49 CFR §171.8: Elevated temperature material is a material which, when offered for transportation or transported in a bulk packaging: Is in a liquid phase and at a temperature at or above 100 ºC (212 ºF). Is in a liquid phase with a flash point at or above 37.8 ºC (100 ºF) that is intentionally heated and offered for transportation or transported at or above its flash point. Class 1: Explosives Class 1 presents explosive hazards as identified in 49 CFR §173.50. This class is divided into six divisions and each division describes a different type of explosive hazard. Division 1.1 consists of explosives that have a mass explosion hazard. This class contains explosives such as bombs or dynamite. Division 1.2 consists of explosives that have a projection (fragmentation)

hazard. Examples belonging in this class are certain types of grenades and 105mm cartridges. Division 1.3 consists of explosives that have a fire hazard and either a minor blast hazard or a minor projection hazard or both, but not a mass explosion hazard. Examples of this kind of explosives are rocket motors and certain types of fireworks. Division 1.4 consists of explosives that present a minor explosion hazard. These are items such as small arms ammunition and smoke grenades. Division 1.5 consists of very insensitive explosives. This type of explosive applies to blasting agents. Division 1.6 consists of extremely insensitive articles which do not have a mass explosive hazard. Class 2: Compressed Gases Class 2 represents compressed gases as defined in 49 CFR §173.115. The gases in Class 2 are further divided into three divisions. Division 2.1 consists of flammable gases such as butane and hydrogen. Division 2.2 consists of non-flammable, nonpoisonous compressed gases such as helium and nitrogen. Division 2.3 consists of compressed gases which are poisonous by inhalation. Examples of these would be chlorine and phosgene. Class 3: Flammable Liquids Class 3 identifies flammable and combustible liquids as defined in 49 CFR §173.120. Flammable liquids are liquids having a flash point at or below 60ºC (140ºF), such as gasoline and some alcoholic beverages. Combustible liquids are identified as liquids having a flash point above 60ºC (140ºF) and below 93ºC (200ºF). Class 4: Flammable Solids Class 4 materials are defined in 49 CFR §173.124. These items are divided into the following divisions: Division 4.1 consists of flammable solids such as safety matches or nitroguanidine, wetted. Division 4.2 consists of spontaneously combustible materials like charcoal or wet cotton. Division 4.3 consists of water reactive materials such as sodium or potassium.

Class 5: Oxidizers and Organic Peroxides Class 5 identifies materials that could yield oxygen which are defined in 49 CFR §173.127 or materials that contain oxygen which are defined in 49 CFR §173.128. Division 5.1 – Oxidizers may, by yielding oxygen, cause or enhance the combustion of other materials. Examples of these materials would be calcium nitrate or magnesium chlorate. Division 5.2 – Organic peroxides are items that contain oxygen. An example of this material would be dibenzoyl peroxide. Class 6: Toxic and Infectious Materials Class 6 identifies toxic and infectious materials as defined in 49 CFR §173.132 and §173.134 respectively. Class 6 consists of the following divisions: Division 6.1 represents a material, other than a gas, which is known to be so toxic to humans that it is a hazard to health. These toxic materials can be in the form of poisonous liquids such as mercuric chloride or solids such as arsenic. Division 6.2 identifies infectious substances such as biohazards or materials known to contain or are suspected of containing a pathogen (a virus or micro-organism). Substances from this division are capable of causing permanent disability, life-threatening or fatal disease in healthy humans or animals when exposure occurs. Class 7: Radioactive Materials Class 7 identifies radioactive material as defined in 49 CFR §173.401. Radioactive material is any material containing unstable isotopes. Common examples would include uranium, tritium and thorium. Class 8: Corrosive Materials Information for Class 8, Corrosives, is found in 49 CFR §173.136. A corrosive is defined as a material such as sodium hydroxide or sulfuric acid that causes destruction to human skin at the site of within a specified period of time. It also includes any liquid that corrodes steel or aluminum based on the criteria identified in 49 CFR. Class 9: Miscellaneous Hazardous Materials

Class 9 identifies miscellaneous hazardous material as defined in 49 CFR §173.140. This class identifies material which presents a hazard during transportation that does not meet the definition of any other hazard class. Examples include dry ice when transported via air or vessel and cotton when transported by land or vessel. Shipping Papers Shipping paper is a shipping order, bill of lading, manifest or other shipping document serving a similar purpose and containing the information required by 49 CFR §172.202, §172.203 and §172.204. This portion of the lesson will provide insight on properly documenting hazardous material, basic shipping descriptions, proper shipping names, identification numbers and hazard class or division documentation as required. Marking Marking is a proper shipping name, identification number, instructions, cautions, weight, specification, or UN marks, or combinations thereof, required by 49 CFR §171.8 on outer packagings of hazardous materials. Each person who offers a hazardous material for transportation shall mark each package, freight container and transport vehicle containing the hazardous material in the manner required by 49 CFR. Labeling

Labeling is required for a hazardous material which meets one or more hazard class definitions, in accordance with Column 6 of 49 CFR §172.101 Hazardous Materials Table. Except as specified in 49 CFR §172.400a, each person who offers for transportation or transports hazardous material shall label the package or containment device with labels specified for the material in accordance with the Label Substitution Table, 49 CFR §172.101. Placarding In this portion, general placarding requirements will be highlighted. This section will discuss the requirements for general placarding including location and visibility. Packaging 49 CFR defines packaging as a receptacle and any other components or materials necessary for the receptacle to perform its containment function in conformance with the minimum packing requirements of 49 CFR, Subchapter C. Packing requirements are provided for each hazardous material in Part 173. Specific packaging instruction paragraphs can be obtained from column 8 of §172.101 Hazardous Materials Table. Shipping Papers Hazardous materials are readily identified because of the unique markings and labels required by law on the package and shipping papers. This information is obtainable from the Hazardous Materials Table located in 49 CFR §172.101. This section will discuss three primary items required on both shipping papers and packages as well as the fourth that is required on packages. Proper Shipping Name The necessary information required to annotate shipping papers includes the Proper Shipping Name as prescribed for the material in column 2, the Hazard Class or Division number prescribed for the material in column 3, and the Identification Number prescribed for the material as shown in column 4 of the §172.101 Hazardous Material Table. The Proper Shipping Name, or PSN, might specifically identify what a material is, such as Acetone or Gasoline. There are also cases where the PSN may simply identify the generic hazard

presented by the material, such as the example below. Identification Number In close proximity to the Proper Shipping Name on the shipping paper is the Identification Number. The Identification Number is listed in column 4. It is a six-character alphanumeric that begins with “UN” or “NA” followed by a fourdigit number. Identification Numbers are unique to the types of items they identify. The shipping paper has three unique items of information that will readily identify this material as a hazardous material. Click each item for more information. Proper Shipping Name The Proper Shipping Name is placed on the shipping paper for ready identification of the item. Identification Number The Identification Number is placed on the shipping paper in close proximity to the Proper Shipping Name. Hazard Class All the items listed in the 49 CFR are assigned a Hazard Class based on the primary hazard of the material being shipped. The shipping paper requires the annotation of the Hazard Class of the materials being shipped. Additional Identifier Requirements If the material is destined for disposal, it must have the word “waste” preceding the Proper Shipping Name. If a material is a reportable quantity, “RQ” must be entered in association with the Proper Shipping Name. RQ represents reportable quantity. A hazardous substance is a material which is listed in Appendix A to Table 172.101 and contains an amount in one package that meets or exceeds the RQ value listed for that material. Identifiers on Packages As with the shipping papers, packages also have required markings. This section will point out specific markings that readily identify the contents of a package as being hazardous. The required markings are:

Proper Shipping Name Identification Number Label The Proper Shipping Name must be clearly displayed. The Identification Number is displayed in combination with the Proper Shipping Name. In this case UN1090 is the identification number tied to the PSN "Acetone." A label representing the correct Hazard Class is attached. In this example, the required label code is Hazard Class 3. In addition, If the material is destined for disposal, it must have the word “waste” preceding the Proper Shipping Name. A hazardous substance is a material which is listed in Appendix A to Table 172.101 and contains an amount in one package that meets or exceeds the reportable quantity (RQ) value listed for that material. If a material is a reportable quantity, “RQ” must be entered in association with the Proper Shipping Name. Placards To this point, you have learned to identify hazardous material on the package and shipping paper. The hazardous material being transported in a motor vehicle or rail car must also be identified. This is done through the means of placards. A placard is very similar to the hazard label that is required on the package; however, it is much larger and is required on all four sides of the transport vehicle containing the hazardous material. Distance Recognition of Placards The increased size of placards allows them to be recognized from a considerable distance. The size makes it easier for police and firemen to recognize hazardous materials in a motor vehicle or rail car without getting too close to the accident scene. BENZOTRICHLORIDE Introduction to the MSDS An MSDS is prepared in accordance with Occupational Safety and Health istration (OSHA) 29 CFR and is designed to provide both workers and emergency personnel with the proper procedures for handling or working with a particular substance. An MSDS includes information such as physical data (melting point, boiling point, flash point, etc.), toxicity, health effects, first aid, reactivity, storage, disposal, protective equipment and spill/leak procedures. These are of particular use if a spill or other accident occurs. MSDS General Information One method of determining the hazards associated with an item is to review its MSDS. In this section you will learn about the various parts of an MSDS and what information is recorded on it. With the exception of Class I explosives, each installation must have an MSDS for every item of hazardous material they store and ship. Usually they are kept in the installation’s safety office. While every MSDS is not identical in appearance, they do present identical types of information as specified by the 29 CFR. Each MSDS provides the name of the manufacturer of the item, or who prepared the MSDS. It provides information on the hazardous properties of the material, such as physical data, fire and explosive hazard data, health hazards, first aid procedures, spill or leak procedures, special protection and precautionary information, and related transportation data. The MSDS shown here is for a flameless ration heater (FRH). An MSDS must be provided with each hazardous material shipment. Manufactured articles, such as batteries, typically will not have an MSDS. MSDS General Information Section The section entitled General Information covers general product information. This information includes the name of the product, the manufacturer and

their information. MSDS Ingredients/Identity Information Section The Ingredients/Identity Information section lists both hazardous and nonhazardous ingredients and any limits on exposure. MSDS Physical/Chemical Characteristics Section The Physical/Chemical Characteristics section describes the known distinguishing characteristics of the material. MSDS Fire and Explosion Hazard Data Section Fire and explosion hazards are identified in this section. MSDS Reactivity Data Section Stability and reactivity are contained in the Reactivity Data section. MSDS Health Hazard Data Section This section describes the potential health hazards. MSDS Precautions for Safe Handling and Use Section This section contains the instructions for safe handling of the material for use or storage. MSDS Control Measures Section This section gives the control measures necessary to protect personnel who work with the material. FLASH POINT Introduction to the ERG The Emergency Response Guidebook (ERG) is a publication of the Department of Transportation (DOT) developed for firefighters, police officers and other emergency personnel who respond to transportation emergencies involving hazardous material. The ERG is primarily a guide to aid these first responders in identifying the hazards of the materials involved in an incident and protecting them and the general public during the initial response phase. ERG Orange-Bordered Pages This section is important because of the safety recommendations it provides. It comprises a total of 62 individual response procedures, presented in twopage format. The left page provides safety related information. The right page provides emergency response guidance and activities for fire situations, spill or leak incidents and first aid.
