UWI IDC WINDBALL CRICKET TOURNAMENT
PLAYING RULES AND REGULATIONS Even though the games will be played within the ICC Standard One – Day International Playing Conditions, The U.W.I. IDC Wind ball Cricket Tournament has formulated the following playing conditions it deems necessary for the playing of wind ball cricket. It is the responsibility of all Managers and Captains to ensure that their are familiar with these playing conditions and fully adhere to them. By ing with The U.W.I. IDC and The Commission, every such individual agrees to abide by the rules and regulations of the tournament. Note: Situations may arise that are either partially covered or not covered at all by these rules, and in such instance (s) The Commission reserves the right to make decision (s) to address such situation. THE PREAMPLE –THE SPIRIT OF CRICKET Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains. 1. RESPONSIBILITY OF THE CAPTAINS: The Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. a. Conduct of players: In the event of a player failing to comply with instructions by an umpire, or criticizing by words or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the manner to the other umpire and to the player’s captain, and instruct the latter to the action. b. Fair and Unfair Play: According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. c. The Umpires are authorized to intervene in case of: I. II. III. IV.

e. It is against the Spirit of the Game: I. To dispute an umpire’s decision by word, action or gesture II. To direct abusive language towards an opponent or umpire III. To indulge in cheating or any sharp practice, for instance; (1). to appeal in knowing that the batsman is not out (2). to advance towards an umpire in an aggressive manner when appealing (3). to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side. f. Violence: There is no place for any act of violence on the field of play. g. Game Conduct: Captains and Umpires together set the tone for the conduct of a cricket game match. Every player is expected to make an important contribution to this.
2. THE PLAYERS a. A match is played between two sides. Each side shall consist of eleven (11) players, one of whom shall be captain, two (2) of whom shall be females. The vice-captain must be one of the nominated of the playing eleven b. Each captain shall submit eleven (11) players (using the Team Declaration Form), two of whom shall be females plus a substitute fielder to the Match Umpire (s) and opposing Captain before the toss. No player (member of the playing eleven) may be changed after the submission of the Team Declaration Form without the consent of the opposing captain. Note: The Team Declaration will be supplied by The Commission. c. Only those nominated, as substitute fielder shall be entitled to act as substitute fielder during the match, unless the match umpire(s), in exceptional circumstances, allows subsequent additions.

d. All names submitted including those submitted as substitute fielder, must be eligible to play for that particular team and by such submission the nominee shall warrant that they are so eligible. Only a female player can substitute for another female player.
3. LATE ARRIVAL a. No player(s) shall be allowed to take part in a game if he arrives for the game after one half (1/2) of the allotted overs has been completed. This rule shall be applied to both the batting and fielding team. b. No Captain shall be allowed to make changes to their nominated players list once the game has started. The match umpires will be in charge to making sure that (Rule # 3.a) is enforced. c. All games to start promptly at 5:15 p.m. and 7:00 p.m. d. Teams are expected to arrive at least fifteen (15) minutes before the scheduled start of play to ensure declaration of team and tossing etc. e. There will be a grace period of fifteen (15) minutes before forfeiture is ruled. f. A team may start with seven players, one of which must be a female. g. If both teams are late, there may be a date set for them to play, if not, both team will be awarded zero (0) points.
4. START OF THE GAME a. The recommended time of arrival of teams at the field is fifteen (15) minutes before the start of a game. The scheduled start time of game is at 5:30pm and 7:00pm. Starting of the game requires the first ball to be bowled at 5:30pm and 7:00pm, unless due to the weather or playing condition. It is necessary for teams to get to the ground in ample time to ensure a prompt start. b. For every five (5) minutes a team is late one (1) over will be deducted from the number of overs that team has to bat, all minutes late are rounded to the nearest five (5) e.g. 12 minutes is two (2) overs and nineteen (19) minutes late is four (4) overs. c. Any team not ready to start by 5:30pm and 7:00pm will forfeit the game. A team shall consist of no less than seven (7) players to start, one of which must be a female player. Failure to declare this requirement will result in forfeiture and points awarded to the opponents. d. All matches will consist of one (1) inning per side, each inning being limited to the prescribed overs of the said competition. All matches shall be of one (1) day’s scheduled duration. The overs may be reduced due to unforeseen circumstances in increments of two (2) overs. e. No game shall be less than ten (10) overs per inning. A bowler shall bowl only a maximum of one fifth (1/5) of the allotted overs.

5. FEMALE PLAYERS a. A Female player from each team MUST bowl at least one (1) over. b. A Female player MUST bowl the 3rd over of the inning. c. A Female player MUST bat at No. 3. 6. GAME RESULTS a. If the team batting second exceeds the score of the team batting first, the team batting second is awarded a WIN, if not; the team that batted first gets the WIN. b. If bad weather prevents further play during the innings of the team batting second then the result of the game shall be determined as follow. c. If less than five (5) overs were completed for the team batting second, the result is a DRAW. d. If six (6) overs or more were completed for the team batting second, then the score of the corresponding overs will be compared, and the team scoring the most runs will be awarded a WIN. If the corresponding scores are the same, the team losing fewer wickets will be awarded the WIN. If the wickets are the same then the game is drawn and both teams get 1 point each. e. If play is stopped during an over, then the number of overs completed will be determined as follows: If 1, 2 or 3 deliveries have been bowled then the score at the end of the preceding over will be used. If 4 or more deliveries have been bowled, then that over will be counted as completed. For example, if play is stopped in the 7th over after 3 balls have been bowled, and then the score at the end of the 6 th over will be used. If 4 or more balls have been bowled, then the score at the end of the 17th over will be used. 7. TIE GAME a. If the scores are equal at the end of a match, a super over will be bowled (see Rule 8 below). 8. SUPER OVER ELIMINATOR It is necessary for the game to have a result or winner; therefore if there is a tie, a super over eliminator rules will be implied as follows; a. Super over eliminator, immediately after the match concludes a one (1) over game will be played. The super over eliminator will take place on the pitch allocated for the match (the designated pitch) unless otherwise determined by the umpires. b. The game must be played using the same eleven (11) players as in the match. An injured player may use a substitute fielder who would not be allowed to bat, bowl or keep wicket. c. The team batting second in the match will bat first in the super over eliminator. d. The umpires shall stand at the same end as that in which they finished the match.

e. The umpires shall choose which end to bowl and both teams will bowl from the same end. f. Prior to the commencement of the super over eliminator each team elects three (3) batsmen and one (1) bowler. The nominated players are given in writing to the official match umpires. The official match umpires shall not disclose the names of the nominated players to any other person until both teams have submitted their respective nominees. These nominated players must not be change. g. A new ball shall be used by both teams. Each team’s over is played with the same fielding restrictions as competition rules.

h. The loss of two (2) wickets in the over ends the team’s one over innings. i. Should the super over eliminator game end with the scores equal, the following will decide the winner: The team losing the least number of wickets will be the winner. If both teams lost the same number of wickets then the team hitting the most sixes (boundaries) will be the winner. If both teams team hit the same number of sixes (boundaries) then the team hitting the most number of fours (boundaries) will be the winner. If both teams team hit the same number of fours (boundaries) then the team with the most number of triple will be the winner. If both teams team hit the same number of triple then the team with the most number of double will be the winner.
9. POINTS Points will be awarded as follows: WIN DRAW ABANDONED

a. Any points won against a team that is either disbanded or expelled during any competition will stand, and will be including in the final points count. Also, all statistics relating to any such game will be considered in determining prizes. b. If no result is achieved (even after rescheduling) in the finals, the match shall be declared Drawn. In the event of a drawn final, the prize will be shared equally between the two competing teams.
10. UMPIRES AWARDING A MATCH 1. A match shall be lost by a side which either a. Concede defeat or; b. In the opinion of the match umpires, refuses to play, then the umpires shall award the match to the other side.

c. If an umpire considers that an act by any player or players might constitute a refusal by either side to play then the umpires together shall ascertain the cause of the action. If they decide together that this action does constitute a refusal to play by one side, they shall so inform the captain of that side. d. If the captain persists in the action the umpires shall award the match in accordance with (a) or (b). e. In addition to the consequences of any refusal to play as prescribed under the clause, any such refusal, whether temporary or final, may result in disciplinary action being taken against the captain and team responsible, under the Code of Conduct (see rule 23).
11. RESCHEDULING a. Rescheduling will be entertained if the venue should become unavailable and another venue cannot be attained within a reasonable time. b. If the umpires determine that bad weather prevents play for the day, the game(s) may be rescheduled. c. Should it become necessary to move to another location after a game has started, the game will continue and not commence as a new game. d. In the event of a day’s play is “called- off” as a result of bad weather, national disaster / tragedy (e.g. ODPM) or other act beyond the control of The Commission and the officials are forced to “call-off” all the games for the day, there will be no rescheduling. Each team will be awarded one (1) point and move on to the next scheduled game. e. Except in the event of (Rule # 11.d) occurring on the day of a playoff game, such as quarter final, semi-final or finals, all games will be rescheduled.
12. HOLIDAYS There will be no playing of competitive cricket organized by The Commission on any Public Holidays. Except in the case of any special events or matches prearranged by The Commission.
13. MATCH REPORT AND SCORE SHEETS a. It is the responsibility of Managers and Captains to ensure that the Score/Match Report sheets are submitted after the game is over. Score/Match Reports sheets not received may result in the statistics not being credited to the players of those teams. b. Statistics will be prepared immediately after the completion of each competition. It is the responsibility of team’s managers and captains to ensure that their score/match reports sheets are submitted in a timely manner and only on the match report sheets supplied by The Commission.

14. RUNNER FOR BATSMAN A runner for a batsman shall not be permitted. Unless nine wickets are down, the injured or ill batsman has the option of retiring hurt and returning to bat at a later stage should the need and/or opportunity arise.
15. NO BALL a. The one run penalty for a NO ball shall be scored as a NO ball extra. Unless the call is revoked, this penalty shall stand even if a batsman is dismissed. Any runs completed by the batsman or a boundary scored shall be credited to the striker if the ball has been struck by the bat, otherwise they shall also be scored as NO ball extra. All runs resulting from a NO ball shall be debited against the bowler. b. Any ball delivered by a bowler, bounced or full toss (full pitch) and es over the batsman shoulder (batsman must be in a normal batting stance) MUST be called a NO BALL. The umpire(s) will determine the batsman stance.
16. WIDE A penalty of one run shall be credited instantly on the call of WIDE ball. Unless the call of wide is revoked or changed by the umpire, all runs completed by the batsmen or a boundary allowance together with the penalty for the WIDE, shall be scored as WIDE ball extra. All runs resulting from a WIDE ball shall be debited against the bowler.
17. INTERVAL A break of ten (10) minutes is allowed between each innings.
18. EQUIPMENT a. A wicket shall comprise of four (4) stumps, be twelve (12) inches wide overall, and twenty eight (28) inches high. b. The length of the pitch from stump to stump shall be twenty (20) yards or (60 feet). c. A bat must not exceed four and a quarter (4 ¼) inches in width. d. Each team must provide their own batting equipment. Any team failing to comply will forfeit the game
19. THE BALL a. The Commission will provide balls for all competitions and no other balls may be used. Prior to the toss of the coin each Captain must provide the Umpires with one (1) ball for the game. It will then be solely the Umpire’s decision to

allocate the ball as they deem equitable for each innings. Each Captain may request to see the balls prior to the start of the game. b. In the competition, one (1) ball shall be used per innings. c. Should it become necessary to change or replace the ball due to being damaged or lost, all replacement ball must be with a new ball.
20. FIELD RESTRICTIONS At the instant of delivery, there must be no more than five (5) fielders on either side of the wicket (onside and offside). In the event of an infringement of this rule either umpire may call “No Ball”.
21. THE BOWLER a. The umpire(s) will determine the legality of the delivery, below the waist/underarm etc. b. Pelting is Legal.
22. PROTEST ACTION a. All protests must be submitted within twenty four (24) hours (starting) from the end of the game from which the protest originated. A written protest (email is accepted) must be submitted to The Commission within the prescribed time, any late filing will not be considered as valid. b. The Disciplinary Committee will review the protest and if necessary, will convene a hearing so that both parties are afforded the right to be heard. All protest will be attended to, including a hearing within three (3) days after being filed. c. The non-refundable protest fee of one hundred ($100.00) dollars MUST be paid prior to the start of the schedule protest hearing. It is recommended that all evidence including photographs, witness statements and any ing documents be submitted at this time also. d. It is necessary that the opposing Captain and the Umpire(s) be notified before, or during the game, of the intent to protest, failing to adhere to this, the committee may reject the protest. e. Any team fined or under penalty and refuse to pay or satisfy such fine or penalty will not be permitted to participate in any games thereafter in the current competition or any subsequent competitions until that fine or penalty is satisfied. f. Should any situation arise before, during or after the game that necessitates a report, such report must be submitted within forty eight (48) hours of the scheduled game.

23. CODE OF CONDUCT a. These matches/games are played under the aegis of The U.W.I. Inter Department Cup and are governed, where applicable by the RULES and REGULATIONS of The Commission. The conduct of all players and are bound by these. b. The Commission has a policy of zero tolerance for misconduct. The Commission therefore, would like to caution, all managers, captains, and teams to keep this in mind when ing for the tournament. c. Exemplary behavior and sportsmanship must be exhibited by all players, and ers at all games. Failure to do so will result in disciplinary measures. Also see I.C.C. Code of Conduct as adapted by The Commission. d. It is the responsibility of the Captain / Vice-Captain to eject a player upon the umpire’s instruction. Failure to do so will result in forfeiture of the game. A substitute will not be allowed for an ejected player. e. The following penalties approved by the hip will automatically be applied to the respective infractions. INFRACTIONS (a). Assault on any player(s), umpire(s) or The Commission official. (b). Deliberate act of knocking down the wicket or stumps during the match. (c). Verbal abuse of the Umpire(s) and / or The Commission official. (d). Illegal drug use or alcoholic beverage consumption during a game by player(s). (e). An Umpire’s report of two cautions to a player in a game. (f). Failure to produce your official I.D. card (the one used at registration) upon request by the opposing team captain.

24. CAUTION a. Based upon the umpire(s) judgment and discretion, cautions may be issued to a player for the following. (i). Tampering of the ball and boundary markers. (ii). Crude or abusive language “known as sledging” or offensive gesture. (iii). Showing of dissent with umpire (s) decision. b. When an umpire officially cautions a player, it is imperative that he makes his intentions known to his fellow umpire, and to the respective captains. Any player(s) who is issued two (2) cautions in a game and is reported by the umpire (s) will be automatically suspended for one (1) game, i.e. the next scheduled game.

c. Any team failing to show up for a game will be deemed as to have forfeited. Except if The Commission is informed in adequate time and satisfactory reason is given and accepted by The Commission and the opposing Team. d. Any team missing two (2) consecutive games in a single competition will be asked to appear before the Disciplinary Committee to explain their future participation in the remaining competition. e. After each game, teams are kindly asked to ensure that the field and playing area is clean of all garbage and beverage containers. It is our collective responsibility to clean up our garbage before leaving the field. f. The Commission would like to remind all participants that it is illegal to consume alcoholic beverages on The University of the West Indies, St. Augustine Campus. g. All managers, captains and team collectively are responsibility for ensuring exemplary behavior and sportsmanship. h. Regardless of the penalties stipulated above (see chart), depending upon the severity of the incident(s). The Disciplinary Committee reserves the right to consider instituting further penalties which may include expulsion from the UWI IDC. i. The penalties stipulated above are final. Team’s managers/captains may appeal any additional penalties instituted by the Disciplinary Committee.
25. UMPIRES. a. An umpire shall not be changed during the match, other than in exceptional circumstances, unless he is injured or ill. b. The umpires shall be the final judges of the fitness of the ground (weather and light) for play. c. An umpire’s decision is final. Any team or player found to be abusive or aggressive towards the umpire(s) during or after the game will be subjected to disciplinary measures (refer to infractions and penalty chart). d. The umpires shall control the game as required by the Rules, with absolute impartiality.
26. UNIFORM All teams participating in any UWI IDC Cricket Tournament MUST be in full uniform.
27. CHANGE IN MANAGER/CAPTAIN/ PERSON It is the sole responsibility of the Teams to inform The Commission in writing (email accepted) of any changes to their Manager, Captain or person. The Commission cannot be held liable if information ed on to persons listed is not communicated to their respective . Due to the fact that person being removed or relinquished

of their position within the team and no written communication to the said removal or resignation of the person is delivered to The Commission.
28. AWARDS PRESENTATION The Commission shall have ready and make the awards/prizes and presentation available to the teams by the end of the competition.
29. DECISIONS a. In electing to participate in IDC Windball Cricket Tournament, teams and players agree to abide by the decisions of The Commission, or any other Committee, acting for, or on behalf of The Commission. Such decisions shall be final and binding. b. Decisions of the Commission, or any other Committee of the UWI IDC, shall not be subject to litigation in court of law in the Republic of Trinidad and Tobago or otherwise. c. The Commission reserves the rights to all final decision/s.
INTERNATIONAL CRICKET COUNCIL The following Code of Conduct has been approved by the ICC and is hereby adopted by UWI IDC Cricket Tournament. ICC CODE OF CONDUCT 1. The captains are responsible at all times for ensuring that play is conducted within the spirit of the game, and well as within the laws. 2. Players and team officials shall not at any time engage in conduct unbecoming to an international player or team official which could bring them or the game into disrepute. 3. Players and team officials must at all times accept the umpire(s) decision; players must not show dissent at the umpire’s decision. 4. Players and team officials shall not intimidate assault or attempt to intimidate or assault an umpire, another player or a spectator.

5. Players and team’s officials shall not use crude or abusive language known as “sledging”, nor make offensive gestures. 6. Players and team officials shall not use or in any way be concerned in the use or distribution of illegal drugs. 7. Players and team officials shall not disclose or comment upon any alleged breach of the Code or upon any hearing, report or decision arising from such breach. 8. Players and teams officials shall not make any public pronouncement or media comment which is detrimental either to the game in general, or to a particular tour in which they are involved, or about any tour between other countries which is taking place, or to relations between the Boards of the competing teams.
