Plan 2030: Peace and Order Agenda for Transformation and Upholding of the “Rule-of-Law with the incorporation of Chief, PNP’s Strategic Focus, “CODE-P: 2013 and beyond”; d. Memo from PDLDNPPO DATED 20 June 2014; and e. Standard Operating Procedure (SOP). 2. SITUATION:
The Linamon Municipal Police Station is lobbying towards transformation. Generally, the benchmark sought aims to institutionalize productivity measures of the applied input resources. There are various law enforcement activities which should be dealt with to maintain law and order. Of these various law enforcement activities, patrol remains the basic and most effective mode of law enforcement service delivery to the community. However, patrol is given not much importance and often times endured less attention and planning. There is a need to enhance our patrol methods by adopting systematic and productivity measurement approach. With this, the Linamon MPS is working for through Performance Governance System to be felt and meaningful to the community. Thus, instilling ability and responsibility by which law enforcement manager can have definitive basis towards personnel istration to provide check on personnel performance. MISSION:
LINAMON MPS in coordination with other government agencies in AOR particularly the local government units, stake holders and the community will adopt Patrol 101 strategies. The core purpose of Patrol 101 is to systematize patrol operation and provide ways for assessment and evaluation on the effectiveness of the patrol activities implemented. 3. EXECUTION:
The execution of Patrol 101 area of operation will be divided into sectors. Deployment of patrollers by sectors where crimes prevalent in the area. Each patroller will have Patrol 101 Sheet to serve as monitoring, evaluation and assessment tool. a. Concept of Operations
Area of operation will be divided into sectors given utmost attention on the center of public convergence for foot patrolling. The second layer from the center of convergence will be either bicycle or motorcycle patrol. The third layer will be mobile patrol. Each patroller will be assigned in specified sector which aims responsibility and ability on crime incident occurred in their respective sector. Documentation and statistical
records will be kept and maintained appropriately as an aid in scientific crime analysis. Community relation to gain and communication with the patroller will also be established. 1. Personnel
The Patrol 101 aims possibility on “ZERO” crime rate in AOR by deploying Police personnel in a ratio of 85:15 field to office must be adopted. All personnel at the police station regardless of designation must be assigned to patrol duties to contribute to police visibility efforts. Tasking: SESPO 1. Supervise the conduct of patrolling in the area. 2. Conduct pre-deployment and post deployment briefing most especially when the COP is not around. 2. Coordinate with the friendly units for augmentation of personnel in the event that uncontrollable violence and disorder arises or when necessary. 4. Perform other tasks as directed. OPN PNCO 1. Supervise the implementation of the Patrol Plan. 2. Responsible for the deployment of personnel from other units/offices who will be augmented to this station, if there’s any. 3. Submit after Patrolling report to higher office. 4. Deployment of augmented personnel shall be in coordination with the Officer in-Charge 5. Recommend commendation to deserving personnel with exemplary performance. 6. Perform other tasks as directed. PNCO 1. conduct of patrolling. 2. 3. 3.

Shall coordinate/allocate for FUEL and MEAL allowance. Provide necessary equipment that is useful in the conduct of patrolling. Perform other tasks as directed.
COORDINATING INSTRUCTIONS: a. Police Operational Procedures and respect for human rights must be strictly observed at all times. b. This IMPLAN shall be interpreted as complementary to PIPS. c. All Chiefs of Police/Station Commanders shall create their respective patrol plan following the concept herein provided subject to review and evaluation by the Provincial Assessment and Evaluation Board. d. Lateral coordination among operating units is highly encourage. 2. Organization of Patrol
Organized patrol unit to innovate and maximize the utilization of all personnel to contribute to Patrol 101 initiatives. Patrollers will be given specific set of instructions (QUAD policing) to be performed. 3. Patrol 101 Calling Card and Numbers
To enhance public relation with the community and effective patrol operation, this office will be distributing calling cards purposely to collect positive information on presence of wanted persons, lawless elements and the likes frequenting in respective sector. The Patrol 101 Calling Card must contain the following: a.) Rank and Name of Patrol Officer with indicated Patrol Sector. b.) Complete Office Address of the police station, numbers: cellular phone and landline and email address or website, if any. c.) Number of the Chief of Police. 4. Pre - Deployment Briefing (PDB)
a. Designated Patrol Supervisor shall conduct patrol pre-deployment briefing. b. Section Chiefs, (particularly operations, investigation, intelligence and police community relations) shall relay directives and issuances which can be disseminated to the community or practically useful for the patrollers. c. Inspect patrollers for completeness of uniform “Tamang Bihis”, utilizing marked vehicle or motorcycle with helmet, essentially equip with the folowing:

- M-16 rifle or shotgun, handcuff, whistle and night stick (Batuta), handheld radio, cellular phone preferably with camera, individual notebook/tickler, pen and photo/video equipment, measuring devise, flashlight, tape recorder, police line, dossiers, numbers, flash alarm and other relevant information such as: List of Loose firearms, addresses Gun for Hire and possible targets, search warrants and VIPs. Provide patrollers with information on Warrant of Arrests, photographs of persons of interest, list of wanted vehicles, Oplan Katok targets, etc. Instruct patrollers to focus on QUAD Policing. Provide patrollers with data on crime trends in respective sector. Explain the intelligence, operations, investigation and police community relations activities to be done to address the current and anticipated peace and order concerns in a given sector. Supervisor must ensure that instructions/tasks disseminated properly. Patrollers must perform duties religiously Patrollers shall be 100% present during (PDB).
5. Post Deployment Briefing a. Supervisor who conducted the Pre - Deployment Briefing should also conduct the Post Deployment Briefing. b. Ensure continuity of patrol operations. c. Establish channel. d. Submission of Patrol Reports
6. Documentation All patrol activities must be properly documented. 7. Review and Evaluation Review and Evaluation Board of PIPS is hereby adopted as the same body to review the undertakings on Patrol 101 the COP is tasked undertake following: a. Must check the correctness of deployment and its outcome. b. Make adjustments on deployment. c. Gather from the community on their tour of patrolling. 4. EFFECTIVITY: This IMPLAN shall be effective immediately upon approval.

5. COMMAND AND SIGNAL: a. Command 1) Location of the TOC - Crossing Poblacion, Tubod LDN 2.) Hierarchy of Command- ACOP – SESPO – Beat Patrollers The Senior PNCO will conduct the Pre-Deployment Briefing to the Patrollers to conceptualize a proper design of action, establish pre-determine targets, define the area of coverage as well as ensuring its full coverage, pinpointing responsibility, instill ability and responsibility over the desired tasks and objectives which most likely be conducted in Public places.
