POLICE RECORDS CHECK / VULNERABLE SECTOR SCREENING
1. Annex C identifies those who will have their Police Records Check / Vulnerable Sector Screening (PRC/VSS) expire in the coming six months. must provide a new PRC/VSS to RCSU (Northwest) prior to the expiry date in order to continue parading. must the police service in their local jurisdiction to request the forms required to complete the PRC/VSS. These forms vary from police service to police service, and must be requested locally to ensure accuracy. 2. Not all municipal police services or RCMP detachments will charge for the completion of the PRC/VSS. If costs are incurred, the member should retain the receipt and submit it with the CF52 General Allowance Claim attached as Annex D. 3. The original hard copy of the PRC/VSS is to be sent by mail to RCSU (Northwest), attention: Personnel . 301/14.
ADULT CODE OF CONDUCT
Reference: RCSU (Northwest) 1085-0 / 1085-30-1 (Asst O) 15 Jul 13 1. The Reference was provided to all organizations within Northwest Region that employ CF and civilian instructors and is attached as Annex E. of the Cadet Instructors Supplementary Staff (CISS) will receive the Reference and the Adult Code of Conduct from the Personnel Officer. 2. It is the responsibility of COs of all corps, squadrons, Sail Centres, Expedition Centres, Gliding Centres and Summer Training Centres to ensure that all CF (COATS, Regular Force and Reserve Force) and civilian instructors in their area of responsibility are compliant with the direction at the Reference. 3. and civilian instructors who have not received the Reference should review it now. The Adult Code of Conduct must be completed and returned to RCSU (Northwest) immediately. Those who have completed the Adult Code of Conduct at a CSTC are not required to submit another copy. 4. The Adult Code of Conduct is a condition of employment and those who do not complete and return the document will not be authorized to participate in any cadet activities. Corporate Services will track returns and advise COs of those who do not comply. Questions regarding the Adult Code of Conduct may be directed to the Area Cadet Officer. 302/14.

NAMING CONVENTIONS – CADET TRAINING CENTRES / CADET TRAINING SITES
1. The new naming conventions for training centres currently used to conduct cadet activities throughout the year is attached as Annex K. These conventions take effect immediately and should be used in all official documentation. CATOs and other official publications will be amended accordingly during periodic reviews. 2. A decision was made to not give a specific name to Cadet Training Sites that operate from the same location as Cadet Training Centres. For example, where Cadet Flying Training Centres currently exist in Gimli, Bagotville, Valcartier, Debert and Greenwood, the flying sites that operate from the same location will not be given a specific name and cadets will fly from the existing Cadet Training Centre. The same reasoning will apply where Expedition Sites or Nautical Sites are located where Cadet Training Centres exist. If flying, expedition or sailing activities are moved away from a CTC, then they will be given a name using the specifics of the new location. 3. Adopting naming conventions that standardize how people refer to establishments of same function will enhance our capacity to ister the CCO in a more cohesive manner. It will also send the signal that training establishments are open to cadets of the three elements and that they can feel at home wherever they are being trained. This standardization ensures that we use a common terminology for similar establishments. 306/14.

SELF-IDENTIFICATION CENSUS
1. All CAF (100%) are required by law to complete Part A of the CF SelfIdentification Census Form, attached as Annex H. A member only needs to complete the form once throughout their CAF career. Completed forms are designated Protected B and are to be packaged in a sealed envelope that is clearly marked with the member’s SN, rank and name. 2. Corps, squadron and site COs are requested to compile completed CF SelfIdentification Census Form for their staff into one package and forward them to the Personnel Section. COATS on the CISS should complete and forward the Form directly to the Personnel Section. The Personnel Section will track completion and forward all forms to DHRD.

3. Effective immediately, the CF Self-Identification Census Form will be included in the package to be completed by new immediately after they have been attested. ACTIVATION OF ELECTRONIC PAY STATEMENTS
1. Authority to activate electronic pay statements for all has been received. Attached as Annex I is the Electronic Pay Guide Waiver form, that is also available on SharePoint on the CCO Net. This is to be completed by all who cannot create an EMAA on the DWAN, in order to set up the electronic pay statement delivery option. If you already have an EMAA , then there is no need for you to take action again. It is the member’s responsibility to submit the form directly to the Human Resources Information Center (HRIC) by FAX to: (613) 995-4017 or by e-mail to:
[email protected]. 2. Personnel will continue to send out pay statements to corps, squadron and site COs until 31 Dec 14. are expected to take action in a timely manner. 3. Personnel will continue to provide pay statements for civilian instructors. 4. The following qualifications, knowledge, skills and experience are desirable in a CIC officer who applies for an international exchange position and must be clearly indicated on the application: a.
Interest in travelling abroad (preferably the applicant has travelled overseas in the past).

Interest, experience or qualifications in adventure activities (such as mount-climbing, canoeing, rock-climbing, kayaking, orienteering, parachuting, scuba diving, hiking, rappelling, spelunking or mountain biking). Service as a cadet corps CO and/or CTC experience as Company OC or 2ic, or Course Officer.

Physical Fitness Standards 10.
The physical fitness standards (CATO 14-18) for applicants are: a.
MLE, OBW, OBS, ACE and RCAC NRT: Bronze Incentive Level (16 years old) on the Cadet Fitness Assessment Incentive Program. Priority will be given to candidates who can achieve a higher level.
b.
Basic Para: 1.6 km run in 7:30; 31 consecutive sit-ups; and 7 chin-ups. Officers must achieve the prescribed standard before being selected.
11. The Incentive Level / Basic Para test results must be clearly indicated on the application and certified by an evaluator on the application form. NOTE: Officers selected for employment will be required to undergo physical fitness testing on arrival at the CTC to confirm that the required standards of physical fitness have been maintained. 12. SEAT SELECTION / RESERVATION - COMMERCIAL AIR

We have been advised that the current service provider for duty commercial air bookings does not arrange for seat assignment when a flight is booked. may wait until 24 hours before the departure time and book a seat directly with the carrier, but there are times when the airline overbooks. 2. should book their seats as soon as possible to avoid disappointment at the airport. USE OF FORTRESS
1. The use of Fortress is mandatory IAW CATO 12-40 and current data shall be maintained in Fortress. Corps COs shall ensure that their staff have the appropriate access to Fortress and are utilizing the areas of Fortress applicable to their duties. 2. Corps staff with authority to access Fortress are prevented from entering or amending data with an effective date greater than 60 days retroactively. For example, if you wish to enter a cadet's TOS or promotion date on 1 Dec 14, you cannot enter an effective date any earlier than 1 Oct 14. 3. If an entry older than 60 days is required, the corps may submit a request to their ACO. If approved, the entry will be made in Fortress by RCSU (Northwest) staff. Some fields such as Personal and Medical Information are not affected by this. This policy ensures that the most accurate information possible is available in Fortress.

THE RCSU COMMANDING OFFICER’S COIN
1. Corps, squadron, training site and training centre COs are advised that the RCSU CO's Coin is used to recognize individuals who make a "notable contribution to the CCO", and is given in appreciation for leadership, dedication, grit and work such as but not limited to: a.
organizing visit, exercises or competitions;
b.
citizenship;
c.
assuming additional responsibilities in of the CCO;
d.
for being a good example for others;
e.
provided to cadets; and
f.
other activities.
2. Note that this coin is primarily meant for cadets and those not eligible for other RCSU CO's Awards (League / local sponsor ). However, it can be awarded to military (CIC and COATS) in circumstances where a recognition is deserved, but does not merit a tier two RCSU CO's Award. 3. Recommendations for the RCSU CO’s Coin should be made via e-mail to the applicable elemental OIC Training and must include a brief substantiation of why the individual is deserving of this level of recognition. 319/14.

1. CF proceeding to foreign destinations either on duty or non-duty travel always face a certain element of risk. The threat continuum involved in foreign travel can range from minor annoyances, such as petty crime, through increasingly serious dangers such as Byzantine currency, citizenship and social regulations, national military service, all the way to even greater threats such as terrorism or espionage. travelling outside Canada offer foreign intelligence services a significant positional advantage by allowing a hostile agency to operate from the safety of a friendly base, at no risk to themselves. 2. proceeding on duty or non-duty travel outside Canada or the USA may require a defensive security briefing (DSB) to assist in protecting them and the Department from the potential threats involved in foreign travel. On their return, may require defensive security debriefings (DSD) so as to assess the actual

A CFNCIU member will the traveller and make appropriate arrangements for any required briefing or debriefing.
