Good riddance was the common reaction to reports that the suspected ringleader of a notorious robbery gang and one of his key henchmen had been shot dead while in police custody the other night. Ricky Cadavero allegedly headed the Ozamis gang, tagged in a string of deadly robberies at several banks and shopping malls in Metro Manila and Cavite. Cadavero and his cohort Wilfredo Panogalinga were killed on their way back to the Bureau of Corrections from inquest late Monday afternoon in Dasmariñas, Cavite. Suspected gangmen sprung the two from the New Bilibid Prisons in Muntinlupa in a daring caper in December last year. They were recaptured last Friday and presented to the press at Camp Crame at noon the other day. Hours later, they lay dead in San Pedro, Laguna, allegedly after trying to wrest the gun from their police escorts during a purported ambush. The Ozamis gang has a track record for bold attacks that could make the story about the ambush plausible. But Justice Secretary Leila de Lima herself has raised questions about the circumstances surrounding the killings, starting with why the two had to be brought to Cavite for an inquest that could have been done at the NBP, and how they ended up in Sta. Rosa. Relatives of those slain in Ozamis gang robberies will shed no tears for the two men. But the two could have led lawmen to the elusive mastermind of the gang, believed to be a Mindanao politician. If investigation shows that the two were executed by their police captors, it is another stain on the Philippine National Police. The PNP has not yet recovered from the suspected massacre of an alleged gambling lord and 12 of his companions in Atimonan, Quezon on Jan. 6 this year. Filipinos impatient with the snail-paced istration of justice are often ready to look the other way when notorious crime suspects are killed in police operations. The problem with summary execution is that innocent people can get caught in the crossfire, and even for those who may be involved in criminal activity, capital punishment can be too heavy for the offense. This makes it important for authorities to determine the truth behind the deaths of the Ozamis gang . Short cuts make for lazy and inefficient law enforcement. They can also lead to a miscarriage of justice.

NOON pa marami nang napababalitang hindi maganda sa pork barrel ng mga senador at kongresista. May mga mambabatas na ginagamit ang kanilang pork barrel pero hindi naman pala para sa kapakinabangan ng kanilang mga nasasakupan. Nagagastos lamang sa mga walang kapararakang bagay ang pondo gayung pera ito ng taumbayan. Ang matindi, kumikita pa sa komisyon ang mga mambabatas dahil sila mismo ang nag-aapruba ng proyekto. Para mailabas ang kanilang pork barrel kailangan ay may proyektong paggagamitan. Dito sila kumikita nang limpak. Nagiging masagana sila sa perang ga-ling sa buwis ng taumbayan. Ngayong nabulgar na may mga senador at mambabatas na ginamit ang kanilang pork barrel sa pamamagitan ng mga dummy non-government organizations (NGO), nagpapakita lamang na ang pondong ito ay hindi maganda sapagkat pinagmumulan ng corruption. Nakakatakaw ang malaking pork barrel ng mga mambabatas kaya marami ang natutukso. Siguro dapat na ngang alisin ang pork barrel ng mga mambabatas. Kung magpapatuloy pa ito, lalo lamang darami ang mga mambabatas na maghahangad lamang nang maghahangad sa kanilang pork barrel. Kung walang nakikitang pagkukunan ng pondo o pera, walang matutuksong mambabatas. Umano’y limang senador at 23 mambabatas ang sangkot sa P10-billion scam. Ipinagkakaloob nila ang pork barrel sa mga NGO na nilikha naman ng isang pribadong organisasyon. Isang senador ang sinasabing 22 beses nagbigay ng kanyang pork barrel sa mga NGO na lumalabas na dummy lamang. Nagsasagawa na ng imbestigasyon ang National Bureau of Investigation (NBI) ukol dito. Ngayong pumasok na ang NBI sa pag-iimbestiga, nararapat na huwag silang tumigil para lumabas ang katotohanan sa kasong ito. Hindi sana ningas-kogon ang mangyari at halungkatin ang iba pang kasangkot sa scam na ito. Kailangang may mangyari sa pag-iimbestiga. Kung walang mangyayari at pawang pagdadaldalan lamang sa pagsisiyasat, mas mabuti pa kung tanggalin na lamang ang pork barrel. Mas mabuti ito para makaiwas sa pagkalugmok ang bayan.

PUMASOK na ang tag-ulan. Maski hindi sabihin o ihayag ng Philippine Atmospheric, Geophysical and Astronomical Services istration (PAGASA) na pumasok na ang tag-ulan, makikita na ang palatandaan sa madilim na papawirin, pagkulog at pagkidlat at malalakas na pag-ulan sa dakong hapon at gabi. May pumasok na ring bagyo na tinawag na “Dante”. Mula pa noong Sabado ay panay na panay na ang pagbuhos ng ulan lalo sa dakong gabi. Ang pagulan ang nagdulot ng pagbaha. Noong Martes ng gabi ay bumaha sa maraming lugar sa Maynila, partikular ang Sampaloc area. Bumaha rin sa Araneta Ave. Quezon City. Maraming empleado at estudyante ang na-stranded. Hindi naman gaanong malakas ang ulan subalit iglap lang at naging dagat-dagatan na naman ang maraming kalye. Naranasan na naman ang problemang baha! Matagal nang problema ang pagbaha sa Metro Manila at tila wala nang solusyon na magawa ang pamahalaan ukol dito. Ang nakapagtataka, la-ging sinasabi ng Department of Public Works and Highways (DPWH) na nagsagawa na sila nang paglilinis sa mga imburnal o drainage na karaniwang nababarahan ng mga plastic na bagay, pero bakit narito pa rin ang problema. Sa kaunting pagbuhos ng ulan, agad nagiging dagat ang mga kalsada at hindi madaanan ng mga light vehicles. Kung nilinis ng DPWH ang mga drainage bakit may pagbaha pa rin at mas lalo pang lumalala. Barado pa rin ang daluyan ng tubig? Maski ang Metro Manila Development Autho-rity (MMDA) ay nagsabing natapos na nila ang paglilinis sa mga estero at iba pang daluyan ng tubig. Mino-monitor daw nila ang mga lugar na laging may pagbaha. Hindi sapat ang mga ginawang paglilinis sa mga imburnal, canal at estero. Malaki ang aming hinala na maraming plastic na nakabara kaya matagal bago humupa o bumaba ang baha. Marami pa ring nagtatapon ng mga plastic kaya walang katapusan ang problema sa baha.
