CONDITION OF ASSIGNMENT AND ITS PERIODIC INSPECTION CONDITION OF ASSIGNMENT:- These are the conditions which must be met before free board is assigned to a ship and load line certificate is issued following a load line survey. Free boards are computed assuming ship to be a completely enclosed and watertight/ weather tight envelop. The convention then goes onto recognize the practical need for opening in the ship and prescribes means of protection and closure of such openings. These are called condition of assignment, since the assignment of computed free board is conditional upon the prescribed means of protection and closure of openings such as hatchways, doorways, ventilation, air pipes, scuppers etc. Following are the conditions which must be met before asg the load line :1) Enough structural strength should be possessed. 2) Enough reserve buoyancy should be possessed 3) Safety and protection of crew. 4) Prevent entry of water into hull Ships are to surveyed annually to ensure that they fulfill the condition of assignment. Most of the condition of assignment are concerned with the water tight integrity of the ship. Hull construction should meet the highest standard laid down by the classification society. This ensures protection against flooding of the ship. The superstructure and the bulkheads must be strengthened sufficiently. Some of the condition of assignment which contribute towards water tight integrity are:1) Hatchways 2) Machinery space openings 3) Details of opening in free board 4) Details of opening in super structure deck 5) ventilators 6) Cargo ports 7) Air pipes 8) Scuppers 9) Side scuttles 10) Inlets and discharges All of the above parameters ensures watertight integrity and protection against flooding of compartment. If above are not watertight then during rough weather water can enter into the areas below main deck causing to reduce the free board. So, condition of assignment very much contributes towards water integrity of the ship. Also if green sea effect is not reduced and water is being accumulated on the deck , it can cause free board to reduce and add free surface effect. In rough

weather if any longitudinal or transverse girder give way it can cause structural failure and water can enter area below main deck. Because of this coaming height of hatchways, height of sound pipes and vent pipes are prescribed in M.S. load line rules. Condition of assignment needs periodic inspection to ensure that ship condition are such that above mentioned items are maintained in good order. During periodic inspection surveyor shall assume that no material alterations have been made to the hull or superstructure that would affect the calculation determining the position of loadline. This can be found out by reviewing the records of condition of assignment. Examples of items which may no longer fulfill the conditions could be:1) Coaming of hatches, ventilators, air pipes -- corrosion especially at weather deck level 2) Gangways, rails, bulwarks --- damaged or not properly secured, will hamper the safety of crew 3) In engine room ship side valves and stub pieces can get corroded and thinned down with time, so they need periodic inspection. 4) Sealing arrangements of closing devices are made of neoprene. They become hard with time and needs renewal. 5) Corrosion reduces resilience of locking arrangement. So, they need to be inspected

If the conditions listed below for the reasons for freeboard requirements are to be achieved which are:-

1. To ensure that ship cannot be loaded beyond her strength.

2. To provide her with adequate reserve buoyancy

3. To keep the decks high enough from the water to enable the crew to navigate and handle her in all weathers.

it is important to that all openings in the freeboard deck should be properly protected and closed and that provision should be made to allow the ship to free quickly of water which may come in upon the decks.

To ensure that this done, the ship is required to comply with certain "Conditions of Assignment".

These are conditions which must be met before freeboards are assigned to a ship and a LOAD LINE CERTIFICATE issued, which enables the load lines and mark to be graved in and painted on the side of the ship. The conditions are concerned with water tight integrity of the hull and state requirements for the strength, height of coamings, closing arrangements of items such as super-structure and bulkheads, hatchways, machinery space openings, openings in freeboard & superstructure decks ventilators, air pipes, cargo ports, freeing ports, side scuttles, scuppers, inlet and discharges. Hatch-Covers, Cargo-ports, Watertight doors, scuttles, and other closing down appliances would get corroded, reduced resilience or damage of seals, locking arrangements might get damaged. Coamings of hatches, ventilators, air pipes get corroded at weather deck level thereby reduction in strength. Freeing ports or scuppers blocked or valves not working. Gangways, Rails, bulwarks gets damaged or not secure. Hence continuous maintenance, inspection & surveys ensure that they fulfill "CONDITIONS OF ASSIGNMENT" Load Line As we have already defined above, Load Line is a special marking positioned amidships. All vessels of 24 meters and more are required to have this Load line marking at the centre position of the length of summer load water line. There are two types of Load line markings:Standard Load Line marking – This is applicable to all types of vessels. Timber Load Line Markings – This is applicable to vessels carrying timber cargo. These marks shall be punched on the surface of the hull making it visible even if the ship side paint fades out. The marks shall again be painted with white or yellow colour on a dark background / black on a light background. The complete Load line markings consist of 3 vital parts. Deck Line – It is a horizontal line measuring 300mm by 25mm. It es through the upper surface of the freeboard.Load Line Disc – It is 300mm diameter and 25mm thick round shaped disc. It is intersected by

a horizontal line. The upper edge of the horizontal line marks the ‘Summer salt water line’ also known as ‘Plimsol Line’.Load Lines – Load lines are horizontal lines extending forward and aft from a vertical line placed at a distance of 540mm from the centre of the disc. They measure 230mm by 23mm. The upper surfaces of the load lines indicate the maximum depths to which the ships maybe submerged in different seasons and circumstances. S – Summer :- It is the basic freeboard line at the same level as the Plimsol Line. Other load lines are marked based on this Summer freeboard line. T – Tropical :- It is 1/48th of summer draft marked above the Summer load line. W – Winter :- It is 1/48th of summer draft marked below the Summer load line. WNA – Winter North Atlantic :- It is marked 50mm below the Winter load line. It applies to voyages in North Atlantic ( above 36 degrees of latitude) during winter months. F – Fresh Water :- It is the summer fresh water load line. The distance between S and F is the Fresh Water Allowance (FWA). TF – Tropical Fresh Water :- It is the fresh water load line in Tropical. It is marked above the T at an amount equal to FWA.

Timber Load Line Markings Ships engaged in the timber deck cargo trade are required to have a special set of Load lines known as the Timber Load Lines. Such vessels shall comply with the Code of Safe Practices for Ships Carrying Timber Deck Cargo in construction and other requirements obtaining greater reserve buoyancy and lesser summer freeboard.

Timber cargo vessels will have a second set of Load Lines marked similar to the standard load lines positioned 540mm abaft the centre loadline disc.

The letter marking of the timber loadline are different and are prefixed by ‘L’ meaning ‘Lumber’.

LS – Lumber Summer :- Its upper edge marks the summer salt water timber loadline. It is situated at a specified level above the Plimsol line.

LW – Lumber Winter :- It is 1/36th of the lumber summer draft below LS.

LT – Lumber Tropical :- It is 1/48th of the lumber summer draft above LS.

LWNA – Lumber Winter North Atlantic :- It is at the same level as WNA.

LF – Lumber Fresh water :- It is situated above the LS by an amount equal FWA.

LTF – Lumber Tropical Fresh Water :- It is positioned above LT by an amount equal to FWA.
