The HSDPA congestion control in BTS side limits the radio layer throughput in case the Iub HSDPA performance decreases. The Iub congestion detection is done at the BTS FP layer using the build-up delay information (DRT) and sequence numbering (FSN) in the downlink FP frames which the RNC includes. The Iub performance is monitored from the FP layer delay and traffic loss detected in the BTS.

Counter gets updated when credits are reduced because of either a successful probability P2 check (P2 check - Probability 2) or because the delay exceeds the MECN maximum delay threshold (Thmax). -Issues due to: HS Frames Lost %: Ratio between the number of HS frames lost in the Iub interface and the amount of HS frames received, giving an indication of the transmission efficiency across the Iub.
